Joseph J. Viscuso is
Partner-in-Charge of Vollmer Associates' offices in Aston, Kennett
Square, and Philadelphia, Pennsylvania and Wilmington, Delaware and
Elkton, Maryland. He is a Registered Professional Engineer in ten
states and a Licensed Land Surveyor.
Joe earned a Bachelors Degree in
Engineering (Widener, 1973) and a Masters Degree in Civil Engineering
(Villanova, 1977). In 1979, Joe founded Brandywine Valley Engineers,
Inc. (BVE). By 1996, BVE had grown to 45 employees with offices in
Delaware and Chester Counties. In 1997, Joe merged BVE with Vollmer
Associates LLP, a New York based firm seeking a Pennsylvania office to
complement its northeastern region presence. The Wilmington,
Philadelphia, and Elkton offices have been established since then. The
firm employs approximately 650 personnel over 24 offices in 10 states
throughout the Northeast. Joe has direct management responsibility for
approximately 100 staff employed throughout the five offices located in
Pennsylvania, Delaware and Maryland. Together, these offices produce
roughly $12 Million in revenue for the firm.
Throughout his career, Joe has
contributed to a variety of projects involving roadway design, utility
design, survey and mapping, traffic signalization, planning and
environmental studies, municipal engineering, cost estimating and
contract administration. He has served as municipal engineer or special
consultant for a number of municipalities and currently serves as
Municipal Engineer in Pennsylvania for Aston Township and as Authority
Engineer for the Southwest Delaware County Municipal Authority.
Aside from his career, Joe is the past
Chairman for the Chester County Chamber of Business and Industry and
the Delaware County Chamber of Commerce. Other Boards/Committees on
which he is serving/has served include:

- HBA of Chester and Delaware Counties
- First Financial Bank - Advisory Board (Kennett Square)

- Political Action Committee for Business Leaders in Southeastern PA (SEPAC)
- Pennsylvania Ambassador
While serving as Delaware County Chamber of Commerce
Board Chairman (1993-1994), Congressman Weldon appointed Joe to
represent Delaware and Chester Counties as a delegate to the 1995 White
House Conference on Small Business. Joe was then elected to serve as
the Eastern Pennsylvania Delegation's State Chairman.
Honors that Joe has received for his work with the
local community include the "Engineer of the Year" award (Delaware
County Chapter of the PSPE, 1996), the "Distinguished Small Business
Person of the Year" award (Delaware County Chamber of Commerce, 1991),
and The "Man of the Year" award (Columbus Society of Delaware County,
2002).
